Introduction to the public part
In the Netherlands, after shocking events such as disasters and major catastrophes, early psychosocial interventions are offered. These interventions are also referred to as acute psychological trauma support. Individual (BIG-registered) relief workers (workers who are registered under the Dutch Individual Health Care Professions Act), non-profit organisations and also private organisations are engaged in providing this type of relief.

Introduction
The involuntary placement and involuntary treatment of mentally ill patients are central issues in mental health care. Their massive impact upon the liberty and freedom of the persons concerned have made them a topic of controversial legal and ethical debates for more than 100 years. These debates evolve from the necessity to apply coercive measures in certain circumstances, a fact which singularly distinguishes psychiatry from most other medical disciplines. Thus, during the 19th and 20th centuries different approaches to regulating the application of coercive measures were developed across Europe and all over the world that depend on a variety of cultural or legal traditions, as well as on different concepts and structures of mental health care delivery.

Preamble/Introduction
WHO Annual Report for 2001 shows that the psychiatric disorders are an important source of disabilities; five out of ten of the leading causes of disability are psychiatric conditions. The life prevalence of these conditions is approximately 33% that means that one out of three people will suffer in his/her life of a psychiatric condition diagnosed with international criteria worldwide accepted.
